Ø INTRODUCTION

This IACT course offers ways of developing and implementing an effective emergency response plan. To be able to deal with emergencies, it is important for an organization to develop and implement a proper plan in advance for precaution. The objective of an emergency response plan is to be prepared to deal with unforeseen situations such as fires, chemical spills, explosions, floods, injury, illness and other crisis situations. Such a plan is essential to protect health, lives, property and the environment. The plan outlines actions that employers and employees must take in the event of an emergency situation to ensure the safety of employee and to minimize property damage.

An emergency plan should be specifically tailored to your worksite. It must include ways of dealing with all potential emergencies that can occur in your workplace. The plan must clearly outline the procedures to be followed in the event of an emergency. A disorganized and unprepared approach to dealing with emergencies may result in confusion, loss of lives, injury, financial or business losses, and property damage.

Ø Objectives

 

The specific objectives of this course were to create awareness for emergency response and as a guide for developing an emergency response plan. The contents are organized by response plan elements, which apply to a wide range of business sectors. It will help you to:

l  Conduct a risk assessment

l  Evaluate potential losses

l  Identify potential emergencies

l  Develop a comprehensive emergency preparedness policy and response program

l  Develop a business continuity and business recovery plan

l  Design, conduct and evaluate drills and exercises

l  Follow-up on and learn from incidents

l  Continuously improve the response capability

l  Apply best practice in organizing Emergency Control Centers (ECC), Emergency Response Teams (ERT) and Crisis Management Teams (CRT) to assist the Forward Incident Control (FIC)

l  Analyze human factor and allocate duties with regards to psychological readiness, recourse allocation, deployment, discipline, leadership and welfare

l  Participants would bring their existing plans for review and to determine any gaps as they move through the course.

l  Participants will collaborate in small groups to analyze scenarios using incident videos and case studies.

 
 

Ø TRAINING METHODOLOGY


This training course will combine presentations with instructor-guided interactive discussions between participants relating to their individual workplace. Practical exercises, video material and case studies aiming at stimulating these discussions and providing maximum benefit to the participants will support the training.

This interactive training course includes the following training methodologies as a percentage of the total tuition hours:

Day 1

EMERGENCY RESPONSE OVERVIEW

 

l  Emergency Situations is any situation or occurrence of a serious nature

l  The immediate action.

l  Types of Emergencies such as: Fires, Spills, etc.

l  Emergency Response  Definition

l  Policies and procedures that allow you to prepare for, respond to and recover from emergency incidents.

l  Prevention policies and procedures help to ensure that the risk of occurrence of emergencies is either eliminated or minimized recovery

l  Policies and procedures allow the organization to recover quickly and be back in operation with as little disruption as possible.

 

ESTABLISHING THE PLANNING TEAM

 

l  Creating the Planning Team is necessary to make the plan success.

l  The Team Members must be an individual or a group in charge of developing the emergency response plan.

l  The size of the planning team will depend on the facility's operations, requirements and resources.

l  Committee members appointed in writing and their responsibilities should be clearly defined.

l  Emergency Response Policy should be established, a statement of management's commitment.

 

Day  2

 

 

ASSESSING RISK & CAPABILITY

 

l  Emergency response plans require a clear identification of factors that may contribute to emergencies,

l  Types of potential emergencies

l  Consequences of emergencies, unless an emergency response plan is in place, and risk assessment. So,

l  Hazard Analysis  performed.

l  Identifying the Hazards is to determine what hazards exist that could lead to emergency situations.

l  For each process formulate appropriate 'What If?' questions based on personal, company, or industry experience.

  

Day 3

 

 

The Risk Assessment Checklist

 

l  Priority for corrective action plans.

l  Priority for corrective action and emergency response plans.

l  The risk assessment identifies the severity of a possible emergency, the capability assessment determines where the resources to manage an event will come from and what capabilities exist.

l  Assess the company's capability to respond to emergencies. 

l  Resources and capabilities must be assessed in relation to the potential of loss.

  

Day 4

 DEVELOPING THE EMERGENCY RESPONSE PLAN

l  Defining an emergency

l  Who needs an emergency plan

l  Hazard analysis to identify potential emergencies

l  Minimizing the potential outcome of the emergencies

l  Equipment, Procedures, People

 

PLAN IMPLEMENTATION

 

l  An effective emergency response plan

l  Trained personnel who have the knowledge and skills necessary to carry out the assigned task.

l  Drills and exercises are an effective training tool.

l  Measuring the state of preparedness and the effectiveness of an emergency response plan.

l  Evaluation of the exercise will ensure that the emergency plan is successfully implemented and complete.

 

Day 5

 

CONTINUOUS IMPROVEMENT

l  The purpose of incident follow-up

l  All lessons learned from situations are applied to prevent future incidents.

l  Incident follow-up occurs sometime after the incident has been investigated and recommendations made.

l  Second look at the situation.

l  Continuous Improvement several tips should be developed.
